TPS62730 output at 2.6V at light loads?

Hello:

I am using the TI TPS62730 to save power in a CC1101 design.  I'm just doing the hardware now and have not done the software portion.  I'm using an MCU also.  I'm planning to run the design off of a 3V battery, but for development and testing now I'm using a power supply set to 3.0V input to the circuit.  Since the MCU nor the radio is running, I'm drawing almost no current and the output of the TPS62730 is at 2.6V! 

Is this expected at a very light load?  I have tied the bypass pin such that it's not peforming this function.  I've implemented the design as suggested from the data sheet and product page.

Any ideas why I would not see the output at 2.1V?
